Bike route on Westminster Highway

Does anyone on this list server know anything about
the new bike route being built along the south side of Westminster highway east
of No. 6 Rd?
-How far east is it going to go?
-does it meet modern standards for a two-way bike
route in terms of width?
-is there a bicycle users group in Richmond which
has reviewed the plans for this project? (I'd swear there's a fire hydrant in
the middle of the path at one point...)
